PS Applications prior to 9.1 release, that the horizontal menu is disabled by design and the left hand menu is preferred. Please see the below KM document

To enable Drop down menu, navigate to:
1. Main Menu PeopleTools > Portal > General Settings
2. Reconfigure the following: Update the Navigation Type from "Left" to "Drop-down"
3. Save the General Settings page.
4. Click Home link or Sign out
5. Sign in and check the navigation type
